Power hungry mayor Heinz Lückert wants to be re-elected at any cost. He pacts with red light district king Koslowski who will sell the district for an enormous price. Lückert wants the district to become an elegant and publicity effective business quarter. When the unscrupulous journalist Tonndorf gets wind of the deal, he succeeds in winning the trust of the Iranian lover of Koslowski, Ana. Eventually she is the only one who loses in this cat and mouse game, because Tonndorf uses his knowledge of the deal to make peace with Lückert and become an official in Lückert's government.
